Although presented in a logical sequence, with steps leading from identifying goals and objectives clearly, through roles and responsibilities to planning, delivery, and feedback, this format is not intended to be prescriptive. The toolkit can be used for a project-based approach to developing a communications campaign, which may proceed in this order. It can also be used for a number of other purposes, particularly in reviewing and evaluating existing communications campaigns, and also to focus on two-way communications.
