How is this Toolkit different to other assessment frameworks such as EFQM and Capability Reviews?

  • This Toolkit is focused on efficiency rather than organisational effectiveness and capability.
  • Explicit consideration of how inputs link to outputs and outcomes has been at the heart of how the model and the assessment questions have been constructed.
  • The framework is set up in such a way to allow assessors to focus on the individual component areas of an organisation which are the most fertile in terms of finding opportunities to improve efficiency. For example, the 'Systems and Operations' business area guides assessors to identify specific improvements in IT, Financial Management, Procurement, and Processes.
  • We expect the framework to be initially used in small and medium-sized organisations such as agencies or non-departmental public bodies or 'businesses' within departments, in contrast to Capability Reviews which have as their initial focus the main departments.
