The project control report was the culmination of a three phase piece of work.

 

In the first phase of work PA Consulting Ltd were commissioned to undertake some systems dynamics based analysis of the MoD's acquisition system. The aim was to identify the key drivers of the performance of major defence projects.

 

The initial results of this work were published in a consultation document in 2004 which formed a key part of the fieldwork (phase 2).

 

Phase 3 is the report titled ‘Driving the Successful Delivery of Major Defence Projects: Effective Project Control is a key factor in Successful Projects’.
