Evaluation Framework
In 2006, we published our updated approach for assessing whether PFI projects
are being implemented well, across all phases of the project life-cycle,
according to a set of key business-management imperatives.
This report is in two parts. Volume 1 sets out how the framework can be
applied by project managers, Private Finance Units and external evaluators and
summarises the main criteria by which projects are judged in each life-cycle
phase. Volume 2 provides a greater level of detail for each of the criteria set
out in Volume 1 and includes a table that maps the evaluation framework to
existing guidance.
