Energy and Climate Change Committee inquiry into UK deepwater drilling - Memorandum submitted by the National Audit Office

This Memorandum was prepared for the House of Commons Energy and Climate Change select committee to support its inquiry into the implications of the oil spill in the Gulf of Mexico for UK deep water drilling.

As part of its inquiry, the Committee considered the extent to which the existing safety and environmental regulatory regime that applies to UK deepwater drilling was fit for purpose. Drawing on a series of National Audit Office reports on regulation, this briefing sets out the general principles and practices that characterise effective regulation.
