The Consumer First Programme: delivery of student finance 

The Department for Business, Innovation and Skills and the Student Loans Company are currently changing the way that student finance is administered in England. The Customer First Programme is intended to centralise and improve the service, bring greater consistency in service quality, clarify accountability for processing applications and reduce cost.

  

During the summer of 2009, there were problems with the quality of service, with many students experiencing delays and some starting university without knowing the outcome of their application for finance.

 

This study will look at the events and decisions that led to the problems in the summer of 2009 as well as the overall performance in delivering first year student finance in 2009.

Delivering multi-role tanker aircraft capability  

The Future Strategic Tanker Aircraft (FSTA) is a £13 billion PFI project which is designed to provide the RAF with a multi-role aircraft to undertake its air-to-air refuelling and strategic air transport tasks. It is scheduled to enter service in 2014.

                  

Our study will look at the progress made in delivering the FSTA project and its value for money.

Government's support to business during the economic crisis

In early 2009, the Department of Business, Innovation and Skills announced a series of Government sponsored business support measures in response to the recession. The schemes launched included: the Enterprise Finance Guarantee, the Working Capital Guarantee Scheme, the Automotive Assistance Programme, the Automotive Scrappage Scheme, the Capital for Enterprise Fund and the Trade Credit Insurance Scheme.

 

This study will focus on auditing the inputs and outputs of the schemes, rather than outcomes, which it is too early to assess. We will examine how well these schemes were delivered and include areas such as programme and project management, risk management, planning and resourcing and working with third parties.
