Work in progress: Licensing electricity transmission from
offshore wind farms
Study outline
The Government expects that, by 2020, around 30 per cent of our
electricity will come from renewable sources, including offshore
wind. For this electricity to reach homes and businesses, offshore
transmission links are needed, with the first three rounds of
offshore windfarms involving spending of up to £15 billion on
transmission.
The Office for Gas and Electricity Markets (Ofgem) has
established a new regulatory regime for offshore transmission
networks which involves running competitions to grant licenses to
own and maintain the new offshore transmission assets. This study
will look at whether the regulatory regime is likely to deliver
value for money for the electricity consumer.
This study falls under the NAO corporate theme of "cost
effective delivery".
