Work in Progress: DFID’s role as a shareholder of CDC Group Plc
Study Outline
CDC Group Plc, formerly the ‘Commonwealth Development Corporation’, is a UK government-owned fund, with net assets of £2.7 billion, investing in private equity funds focused on emerging markets, with particular emphasis on South Asia and Sub-Saharan Africa.
The Department for International Development is 100 per cent shareholder and sets the overall framework for CDC’s investment policy.
This NAO study aims to examine how DFID has exercised its role as CDC shareholder. The study will specifically focus on:
- whether the results of investing in CDC align with reasonable expectations of DFID as a strategic shareholder; and
- whether the governance arrangements for CDC maximise the scope for securing DFID’s objectives.
