Work in Progress: Innovation across Central Government
The creation of the Department for Innovation, Universities and Skills (DIUS), in June 2007, indicated the importance of innovation to the Government's thinking about the future of the UK economy and public services. In March 2008, the Government published Innovation Nation, a White Paper which states the aim "to make Britain the best country in the world to run an innovative business or public service."
Our July 2006 report Achieving innovation in central government organisations identified the kinds of innovations under way in central government, and made recommendations for a more systematic approach. This study will follow up those recommendations, and examine whether departments are encouraging innovation and explicitly connect innovation with the management of risk. It seeks to assess if:
- departments are employing innovative practices;
- departments' approaches to risk stifle or encourage innovation; and
- there is sufficient support, guidance and leadership from the centre of government.
