Work in Progress: Improving the delivery of public services through better management of service contracts
Study Outline
Government spends a significant amount on service contracts (IT, facilities management and business processes). It is important that these contracts are managed well to ensure that they provide value for money and enhance the delivery of policy objectives.
The study will investigate how well central government is managing service contracts focussing on the operational phase, after the contract has been awarded and once the service is up and running. We will approach the study at three levels:
- Contract level: How well are individual contracts being managed?
- Organisation level: Are public bodies’ central commercial/procurement functions providing the right governance and support structures to promote effective contract management?
- Cross government level: Is OGC providing the right leadership and support to promote effective contract management across government?
Publication Schedule
We intend to publish our report in the winter of 2008.
