Work in Progress: the Warm Front Scheme
Study Outline
The Warm Front scheme, formerly the Home Energy Efficiency Scheme, is the
main grant-funded programme for tackling fuel poverty. Defra has overall
responsibility for the scheme and has contracted out its management to Eaga plc.
The programme involves the installation of energy efficiency measures, including
central heating and insulation, into vulnerable private sector households.
Our study will follow up our previous examination of Warm Front in 2003, which
evaluated the effectiveness of the scheme, its targeting and eligibility
criteria, and progress made towards targets. This study will focus on the
effectiveness of the Scheme at targeting those in most need and the management
of the Scheme, including the performance and monitoring arrangements put in
place by Defra, and the management of sub-contractors, including pricing,
quality of service and customer satisfaction levels.
Publication Schedule
We expect to publish our report in December 2008.
