Examining the Progress of Devolution and the Northern Powerhouse

This Forum looks at what local authorities need to do to continue to deliver the devolution and Northern Powerhouse agendas to boost local economies through skills, infrastructure and transport, revitalise local democracy and improve the delivery of public services.


Aileen Murphie, NAO’s Director for Communities and Local Government, will be delivering a Special Keynote: ‘Ensuring combined local authorities are accountable to ensure successful devolution’, covering:

  • Ensuring local authorities are equipped with the management and accountability structures to successfully implement devolution growth strategies laid out in the 2017 report ‘Progress in setting up combined authorities’
  • Recognising the importance of assessing the impact and value added of combined authorities in delivering devolution, through factors such as economic growth to ensure good accountability
  • Clarifying who is responsible and accountable for devolved services and functions to identify and take account of risks to devolution deals that arise from ongoing challenges to financial sustainability of local public services
  • Reflecting on the importance of accountability and transparency for driving economic growth, continuing public sector reform and delivering improved outcomes in local areas
