Local authorities are under ever-increasing pressure to adopt a commercial and entrepreneurial approach to generating income. There has been a 49.1% reduction in government funding for local authorities from 2010-11 to 2017-18.
Abdool Kara, the NAO’s Executive Leader with strategic oversight of its work relating to local service delivery, gave a presentation on overcoming the challenges to the financial sustainability of local authorities. His presentation covered:
- The impact of the 2015 Spending Review and the subsequent reduction in spending power.
- Demand and cost pressures such as population increase and the increase in referrals to social care.
- The role of NAO statutory guidance in ensuring local authorities can demonstrate value for money.
- Ensuring the capacity and accountability structures are in place to generate income successfully and make sustainable use of funds.
