Improving the prison estate

The capacity of the prison estate is under strain and much of it is in poor condition. HM Chief Inspector of Prisons documented some of the most disturbing conditions the Inspectorate had ever seen in 2017-18.  HM Prison and Probation Service (HMPPS) has committed to improving the prison estate, including providing up to 10,000 new places through its Prison Estate Transformation Programme (PETP). It also outsourced prisons facilities management services in 2015 to improve services and make savings.

The NAO last reported on the government’s management of its prison estate in 2013, prior to the PETP and outsourcing of facilities management. This report will give an update on HMPPS’s overall approach to managing the prison estate.
