The Ministry of Defence (the Department) requires specialist infrastructure, such as docks and assembly facilities, to support its Nuclear Enterprise. In our 2018 landscape report we described the infrastructure environment and listed a series of projects which the Department had underway to upgrade facilities and build what it needs to support the Enterprise. A number of these infrastructure projects relate to nuclear-licensed facilities which are approved by regulators to ensure they meet rigorous technical and regulatory nuclear standards. They include infrastructure projects at the Atomic Weapons Establishment, BAE Systems Barrow and Rolls-Royce Raynesway. This report will assess whether the Department’s planning and management of these complex infrastructure projects represent value-for-money.
