The BBC’s engagement with personal service companies

In addition to its staff, the BBC engages with large volumes of self-employed people, many of whom operate as personal service companies. In 2017, the government introduced reforms to the off payroll working rules (IR35) in the public sector, and HMRC introduced a new digital service to help people determine employment status. Some people who work for the BBC have raised a range of concerns about how it has been managing this issue.

Our investigation will examine: why issues with the BBC’s engagement with personal service companies have arisen now; what the scale of these issues is; how the BBC has managed engagements with personal service companies in the past; and how the BBC and HMRC have interacted with one another on this subject.
