The Motability Scheme

The Motability Scheme enables disabled people in receipt of qualifying benefits to be more mobile through using their mobility allowance to lease a car, scooter or powered wheelchair. On behalf of disabled people who choose to use the Scheme, the Department for Work and Pensions pays the benefit directly to Motability Operations Group plc, who operate the Scheme under contract to Motability, a registered charity. Over 630,000 people currently use the Motability Scheme which was first launched around 40 years ago.

Our review will examine: the governance arrangements for Motability and Motability Operations Group plc, its treasury and financing arrangements, its day to day operations and longer term business development activity. While none of the Motability entities are public bodies, given the public interest in its operations, on 23 May 2018 the Minister of the Crown signed an agreement with Motability granting access to the Comptroller and Auditor General to undertake this review.
