Catherine has 20 years’ experience in delivering complex, high-impact programmes across government. She previously led the Mayor of London’s environment and climate programme, overseeing and investment portfolio of over £1 billion, and the development of London’s Nature Recovery Strategy.

As a senior civil servant, Catherine established a major programme on industrial decarbonisation for the UK Department for Business and Energy, and helped to set up the Department for International Trade following the UK’s decision to leave the EU. She worked for a decade in the Foreign and Commonwealth Office, including postings in Brazil and Bulgaria.

Catherine holds Masters degrees in Public Administration/International Development (Harvard) and Carbon Management (Edinburgh), and a post-graduate Diploma in Economics (Cambridge). She began working on climate change as a member of the Government Economic Service following the publication of the Stern Review, when she led an international campaign to explain why it was a core economic issue – an interest that continues at the NAO, with its focus on productivity and resilience.
