The case for change
This stage is about developing the case for change and planning the decommissioning that is agreed upon. Using the information and understanding gained from Assessing needs, commissioners can make evidenced based decommissioning decisions that will resonate more clearly with users, providers, staff and decision makers.
Commissioners need to be able to answer the following questions:
What is driving the need for change?
What are the options for change?
What impact will the changes have?
When should stakeholders be involved?
Have I got support for the change?
Have I informed providers about the change?
