This report complements our value for money report on central government’s approach to the Care Act first-phase reforms. This report highlights the issues our case study areas told us were important to them in implementing the Care Act. Local authorities may find this experience informative as they continue to develop their own approaches to implementing the Care Act.

The examples from our case study areas in this report show how different authorities are addressing the areas of biggest risk around uncertainty in demand from carers and self-funders.
