The strategic road network is a key national asset. National Highways planned to invest £27.4 billion in the network in the five-year period up to 2024-25, in order to deliver the Department for Transport’s (the Department’s) Road Investment Strategy 2 (RIS2). The majority of this spend is on enhancements to roads, such as road widening, improved junctions and new roads. The Department and National Highways are also now in the early phases of planning for the third road investment strategy.
This study will look at whether National Highways and the Department are managing the risks to value for money. It will examine whether:
- the RIS2 enhancements portfolio has been managed effectively to date;
- risks to the enhancements portfolio for the remainder of the RIS2 period are being well managed; and
- the steps being taken to plan for the next road investment strategy.
