Background

The government has outlined proposals for a new national digital identity and has launched a public consultation on how these proposals could be implemented. Building on past UK experience and developments in other countries, we are examining the insights that can inform a coherent and effective implementation.

Scope

Our work will describe the current landscape, highlight lessons from previous UK initiatives, and draw on international examples to identify characteristics of successful approaches.

We will not be assessing the performance of individual programmes, nor undertaking detailed evaluation of privacy or ethical considerations, while government’s policy intent and detailed proposals are being developed.
