Electronic monitoring

Electronic monitoring (‘tagging”) allows the police, courts, probation, and immigration services to monitor an offender’s location and compliance with court orders and take action as necessary. In 2017, we examined The new generation electronic monitoring programme. HM Prison & Probation Service recently decided to suspend development of a new IT system intended to allow bodies involved in supervising electronic monitoring subjects to have a single version of case management records. It also plans to expand the use of tagging.

This report will follow up on events outlined in our earlier report. It will examine whether: HM Prison & Probation Service has achieved value for money in its delivery of the Electronic Monitoring programme; and whether it is effectively applying learning and managing risks in its plans for future expansion.
