Transformation programmes are complex, ever-changing and face numerous barriers; so what does it take to be one of the minority of transformation projects that succeed? How can organisations’ Boards improve the chance of success? And what does transformation have to do with wagon trains? more… Successful transformation: voices of experience

Life-saving drugs, step-changes in energy efficiency, robots and amazing new materials that can transform our lives – these, and many scientific advances, are all the result of research and development (R&D). The UK funds £31.6 billion of R&D a year, and its success depends frequently on collaboration between a wide range of government departments, and with research councils, university bodies, businesses, charities and international organisations. As we look at the fascinating world of R&D, we can also learn much for all types of cross-government collaboration and coordination. more… Cross-government collaboration: lessons from R&D

The National Audit Office – University of Birmingham Tax Centre has been launched! So what does this mean for taxpayers – and for tax officials? The average taxpayer may never be aware of its role, but the new Tax Centre will help provide the all-important independent academic evidence useful to those making and implementing tax policy; it will provide crucial insights into issues such as taxpayers’ behaviours, the impact of making tax digital, tax evasion and avoidance, and customer service. As we detailed at the launch event, our recent joint work on Gift Aid shows how the NAO and the University of Birmingham can work together, and with HM Revenue & Customs (HMRC), to improve understanding of the effectiveness of taxes and tax reliefs. more… Who benefits from Gift Aid? Have you ever wanted to find out how the headline data will affect you? The NAO analyses a lot of data in our work and we’ve increasingly been allowing you to explore this data, where possible. Recent interactive data tools we’ve created cover consumer protection cases, the housing market and homelessness, and the Whole of Government Accounts. In light of the Department for Work and Pensions’ (DWP) plans about the future of Jobcentre Plus, our latest interactive data model allows you to explore the impact of its plans on journey times to jobcentres around England. more… How will it affect me? Do you pay all the tax you should? Chances are, this depends on your values, your familiarity with tax rules, opportunities for evasion, and your attitudes. These may be affected by how much help you get from HM Revenue and Customs (HMRC) – and could potentially be influenced by how happy you are with HMRC’s service. In our recent report on The quality of service for personal taxpayers, we said we would work with HMRC to explore whether service quality affects tax revenues. The way we have done this is a great example of how the NAO can help to drive public service improvement. more… Can better service bring in more tax revenue? The NAO Blog must take a break in the period before the General Election. Meanwhile, we would like to highlight our interactive guide to Good practice from the ‘Excellence in Reporting’ in the Public Sector Award, sponsored by the NAO and part of the wider PwC-sponsored Building Public Trust in Corporate Reporting Awards. Kate Mathers, one of our Executive Leaders, sits on the judging panel for the public sector awards. We set out below the criteria for which we looked. Our publication provides examples of good practice from the 50 reports we reviewed. more… Excellence in Public Sector Reporting and the Election break

Helping Mozambique address its huge post-war challenges … the launch of a new book on the NAO’s 900 year history … a framework to help the UK government oversee the £734 billion of taxpayers’ money spent each year. The common thread is improved Parliamentary oversight and accountability. This aim is at the heart of the NAO’s role and therefore of the new book by former Assistant Auditor General, David Dewar; it was the subject of my presentation at the Houses of Parliament to a Mozambican delegation; and it has been a key theme of my work in our cross-government team this year. more… Ensuring Government delivers: an international and 900 year viewpoint

If that is the case then we should scrap this post and turn it into one long infographic. But it’s not that simple: infographics are not the right communication tool for every occasion and can also be time-consuming to create. more… Trendy NAO: Visualising dataTagged: Cross-government, Customer service, Data visualisation, Good practice principles, Impacts, Influencing, Reporting

I am honoured to be the Comptroller and Auditor General (C&AG) in post on the 150th anniversary of the role. Indeed, I was also here in 2014 for the 700th anniversary of the first (documented) Auditor of the Exchequer. Since then, our country has fought a Civil War over the role of Parliament, including its powers to raise revenue and authorise expenditure, although Parliamentary control and scrutiny of public spending has mostly been weak through the centuries. Somewhat more recently, the country has voted for a historic decision to leave the European Union, which will usher in major changes for government, needing careful planning, implementation and evaluation. more… The next 150 years

£5 billion: Potential underestimate of forecast costs in the Ministry of Defence 10 year equipment plan. 32,000: The over-estimate in the number of new homes the New Homes Bonus policy would deliver in its first ten years, as a result of an arithmetical error in a forecasting model. These findings in our reports Major Projects Report 2015 and Forecasting in government show that models really matter! So how can you be sure your model is producing accurate forecasts? more… Beautiful models: robust and reasonable
