The National Audit Office outlines eight principles that the government needs to consider if it is to achieve value for money when deciding prices in markets for public services.

This paper is intended not solely for staff with commissioning and market stewardship duties in local authorities, but will also be of relevance more widely to those areas of government with an interest in the provision of public services through markets.
