Gareth Davies, the Comptroller and Auditor General (C&AG) of the National Audit Office, has reported on the Department for Education consolidated annual report and accounts 2018 to 2019. He has qualified his audit opinion because Parliament authorised a Resource Annually Managed Expenditure limit for the Departmental Group of negative £1.341bn and against this limit, the Departmental Group incurred actual outturn of negative £1.030bn, breaching the authorised limit by £311m.
