Background

The Department for Education (DfE) provides around £80 billion each year to frontline delivery organisations, such as schools, early years providers and social care providers. Much of this funding is disseminated through local authorities. Given DfE’s overarching responsibility for value for money, its relationships with these providers are critically important. The effectiveness of these relationships can influence both costs and whether outcomes are achieved.  

Scope

This study will draw from wider NAO insights to examine DfE’s approach to its relationships with local authorities and frontline organisations responsible for delivering services across schools, early years and children’s social care. It will:  

  • describe how DfE delivers at local level, including its relationships with local authorities and frontline delivery organisations 
  • highlight factors for DfE to consider for effective delivery through these relationships and effective oversight and accountability, while preserving local decision-making
