About the author

Jonathan has co-authored numerous NAO reports on digital transformation, including Challenges in using data across government, The challenges in implementing digital change and Government’s approach to technology suppliers as well as the NAO insights guides on transformation, improving government’s data, cloud services and cyber resilience (to be published in October 2025).

Jonathan has over 25 years’ experience of assessing digital and technology programmes in the central government sector, including the management of associated technology risk. Prior to joining the NAO, he held an assurance role with one of the leading international accountancy and advisory firms.
