Modernising the Great Western railway

The cost of modernising the Great Western railway is estimated to be £5.58 billion, an increase of £2.1 billion since 2013, and there are delays to the electrification of the route of at least 18 to 36 months. The Department for Transport and Network Rail have begun to improve the management of the programme but they have more to do to protect value for money in the future.

National Offender Management Service: Maintenance of the prison estate in England and Wales

“NOMS is maintaining the prison estate well and is obtaining value for money in how it does so. But there are areas to improve: the Agency needs a better understanding of the costs of planned works; it should standardise more spare parts and materials; and understand better the right time to switch from maintaining an old asset to buying new. Once these measures are in place it will help the Agency plan maintenance work, and control finances, more effectively.”

Northern Ireland Court Service – PFI: The Laganside Courts

“This was an early PFI deal and the new courts have only been up and running for just over a year. It is apparent to us that the project is an example of imaginative and successful design of a building that is providing a vastly superior service to its users than the nineteenth century Crumlin Road Courthouse, good no doubt in its time, that preceded it. However, there are improvements to be made in how performance is managed now the courts are open for business.”

Northern Ireland National Insurance Fund 2002-2003

“I have qualified this account because of high levels of estimated fraud and official error in the payment of benefits from the Northern Ireland National Insurance Fund. I note the measures being taken by the Department to reduce fraud and error, and will review progress as part of my audit of the 2003-04 account to see whether the desired outcomes are being achieved.”
