Disposal of public land for new homes

A programme to sell enough government land by March 2015 to build a potential 100,000 homes did not collect information on the amount of money raised or how many homes have actually been built. In future land sales, responsibility for monitoring what happens to land after disposal should be made clear.

“It is clear that the DVLA continues to recognise the importance of tackling the evasion of vehicle excise duty. But evasion levels are rising and there remains considerable scope for anti-evasion measures to be extended and deployed in a more coherent manner, in particular through the more widespread use of automatic number-plate readers and increased collaboration with local authorities and police forces.”

Driver and Vehicle Licensing Agency (DVLA) Appropriation Accounts 1999-2000

“I am concerned at the significant delays in achieving the final implementation of this database system by the dvla, particularly as its predecessor was known not to be millennium-compliant. The agency took a high-risk but necessary decision to implement the final phases in October 1999, before system testing was fully completed. In doing so, they avoided the breakdown of a key customer service to both enforcement agencies and the public.”

The report also comments positively on other aspects of the DVLA’s operations.

Driver and Vehicle Licensing Agency Appropriation Accounts 2000-2001

“I am pleased that the DVLA has been able to implement these substantial changes to the vehicle excise duty regime with minimum disruption to the motoring public. I commend the agency’s staff for their efforts in processing well over one million applications for rebates of duty from hauliers and private motorists in just a few months, without jeopardising the achievement of the agency’s other key strategic targets.”

“Bringing services online can save money and raise the quality of the service received. I am pleased to see that, by following good practice, the Agencies have improved the service they offer drivers. However, there is scope for improvement, and I would urge the Department to continue to evaluate current pilots and investigate ways of using the technology to further improve the services offered.”
