The Affordable Homes Programme since 2015 

The Department for Levelling Up, Housing and Communities (the Department) is responsible for the Affordable Homes Programme (the programme), which is intended to supply new affordable homes for people to own or rent. The programme is managed by Homes England outside of London and the Greater London Authority within London.

The report will assess how the programme is delivering affordable housing and whether it is supporting wider government commitments, such as meeting housing needs and net-zero ambitions. It follows the NAO’s December 2021 report into the regulation of private renting.  

This report will examine:

  • How the different phases of the programme are delivering new homes; 
  • Latest progress under the 2021-2026 programme, and
  • Whether the programme aligns with other cross-government initiatives.
