The Health Security Campus is a proposed development of a new site for the UK Health Security Agency (UKHSA). The development is intended to provide an integrated science and research centre, including high-containment laboratories which are essential facilities for conducting research into potential pandemic infections and preserving the health security of the UK.

In 2015 the Government announced an initial £350 million investment in the programme, with a site in Essex chosen for development. Since then, however, millions of pounds have been spent, expected costs have risen, limited progress has been made and the programme is now behind schedule.


This investigation will examine:

• how the Health Security Campus programme was originally set up
• how the programme has developed since 2015
• whether the programme is currently on track to meet its objectives
