The British Library – Providing services beyond the Reading Rooms

” The Library is providing an important range of services beyond its reading rooms, which are generally of a high quality. It deserves much credit for responding well to the increased competition to its document supply services and for the other improvements it is making to its remote services.

Digitisation has proved to be popular. For example, it gives us the opportunity to virtually “turn” the pages of manuscripts such as the Lindisfarne Gospels. It is important that the Library and other organisations collaborate to exploit fully the great opportunities for providing materials of relevance to a wide range of users. In addition the Library needs to take care to ensure that access to digitised material can be sustained beyond the short to medium term.”

The budget for the London 2012 Olympic and Paralympic Games

“The Olympic Games is now on a firmer financial footing thanks to the budget announced in March 2007. This should help all those involved in delivering the Games to move forward with greater confidence.

“However a budget is just that – a budget not a target. The Department must still work to contain funding and achieve value for money, and should make clear what will be delivered for the public’s money. There will be a need for clear and quick decision making on funding, effective commercial arrangements with suppliers, and finalisation of designs and legacy plans.”

The report makes recommendations to manage risk in relation to the budget. Those which require immediate action are:

The Gaming Board: Better Regulation

“The Gaming Board has taken steps in recent years to improve the way it regulates the gaming industry but could achieve still more with a lighter regulatory touch. Better risk assessment, together with more use of the regulatory work already being done by the major operators, would enable the Board to reduce its routine inspections. This would benefit both the industry and taxpayers. Another area it must address is the failure to fully recover the costs of regulating the industry, the current shortfall being around £1.3 million over a five year period.”

“Building and opening the Millennium Dome on the very short timescale required was a tremendous achievement. But the New Millennium Experience Company has experienced severe financial difficulties this year and has required considerable additional lottery funding.

“The main cause of these difficulties is the failure to achieve the visitor numbers and income required. The targets were highly ambitious and inherently risky leading to a significant degree of financial exposure on the project. In addition, the task of managing the project has been complicated by the complex organisational arrangements put in place from the outset, and by the failure to establish sufficiently robust financial management.”

“In two out of three programmes NESTA has done well to generate applications and it deserves credit for setting up sound systems for selecting and managing its projects. However, NESTA does need to achieve a more equitable regional distribution of funds, to broaden the reach of the Fellowship Programme, and to improve measurement of its own operational efficiency.

“There are also important lessons to be learned about funding public bodies through an endowment, particularly the management of risks associated with interest rate changes and the endowment declining in real terms.”
